First-Time HDB Buyer: The Complete Cost Breakdown (2026)

Buying your first HDB resale flat? Here's every cost you'll actually pay: upfront cash, CPF, BSD, grants, and ongoing monthly obligations: with real numbers.

Buying your first HDB resale flat involves more money moving more ways than any single source will tell you. This guide maps every cost, upfront and ongoing, so there are no surprises on exercise day.

We’ll use a $600,000 4-room resale flat as the worked example throughout.

The Upfront Costs

1. Buyer’s Stamp Duty (BSD)

BSD is a tax on the purchase price. The rates are:

For a $600,000 flat:

  • 1% on $180,000 = $1,800
  • 2% on $180,000 = $3,600
  • 3% on $240,000 = $7,200
  • Total BSD: $12,600

BSD must be paid in cash or CPF OA. You have 14 days from the exercise of Option to Pay.

2. Down Payment

For an HDB concessionary loan (2.6% p.a., max 80% LTV):

  • Loan amount: $480,000 (80% of $600,000)
  • Minimum down payment: 20% = $120,000 (can be CPF OA)

For a bank loan (max 75% LTV):

  • Loan amount: $450,000
  • Down payment: 25%, at least 5% must be cash = $30,000 cash + $120,000 CPF or cash

Expect $2,000–$3,500 for a straightforward resale transaction. This covers the conveyancing lawyer handling the Option to Purchase, title transfer, and CPF charge registration. You’ll also pay a survey fee ($300) and a resale application administrative fee ($80) to HDB.

4. HDB Resale Levy (if applicable)

If you’re a second-timer who already received a housing subsidy for a BTO flat, you’ll pay a resale levy (typically $15,000–$55,000 depending on the flat type) before buying a subsidised resale flat. First-timers are exempt.

Grants That Reduce Your Cash Needed

Enhanced CPF Housing Grant (EHG)

For first-timers buying resale flats, income-tested:

  • Monthly household income ≤ $9,000: up to $80,000
  • Reduces your loan amount (credited to CPF OA)

Proximity Housing Grant (PHG)

  • $30,000 if you’re buying within 4km of your parents’ home
  • $20,000 if living with parents in the same flat

These are credited to CPF OA and applied against your loan, not given as cash.

What Grants Actually Do

Grants reduce your loan principal, they don’t reduce your upfront cash. If you qualify for $80,000 EHG on a $600,000 flat, your effective loan need drops to $520,000 (at 80% LTV, down payment becomes $130,000, but the grant covers $80,000 of that, so your actual CPF/cash needed from your own savings drops by the grant amount).

Monthly Obligations

With an HDB loan at $480,000 / 2.6% / 25 years: Monthly repayment: ~$2,170

CPF OA can be used for monthly repayments. At 30, a Singapore Citizen earning $5,000/month contributes $950 to OA, enough to cover most or all of the monthly payment, with residual cash from take-home pay.

Timeline

  1. Option to Purchase (OTP): pay 1% option fee (cash, refundable if seller doesn’t grant)
  2. 14 days: decide to exercise; pay BSD + 4% exercise fee (CPF/cash)
  3. 8–12 weeks: HDB resale approval, CPF charge registration, completion
  4. Completion: balance of purchase price paid, keys collected

Things First-Timers Frequently Underestimate

  • Property tax: ~$700–$1,200/year for owner-occupied HDB (payable from year 2 onward)
  • Service and conservancy charges: $50–$100/month depending on town council
  • Major renovation: $30,000–$80,000 if you’re buying an older flat that needs a full reno
  • Remaining lease: a flat below 60 years of lease remaining cannot be fully financed by CPF or HDB loan, check the lease before you buy
