What is Buyer's Stamp Duty (BSD) in Singapore?
BSD is payable on all property purchases in Singapore. It is calculated on a progressive rate basis: 1% on the first $180,000, 2% on the next $180,000, 3% on the next $640,000, 4% on the next $500,000, 5% on the next $1,500,000, and 6% above $3,000,000. BSD can be paid using CPF OA.
What is Additional Buyer's Stamp Duty (ABSD) in 2024?
ABSD is an additional tax on residential property purchases, introduced to cool the market. Rates as of April 2023: Singapore Citizens pay 0% on 1st property, 20% on 2nd, 30% on 3rd+. PRs pay 5% on 1st, 30% on 2nd+. Foreigners pay 60%. Entities pay 65%. ABSD must be paid in cash — you cannot use CPF.
Are foreigners subject to the 60% ABSD in Singapore?
Yes. As of April 27, 2023, foreigners purchasing residential property in Singapore are subject to a 60% ABSD (increased from 30%). This applies regardless of whether it is their first property. There are exemptions for nationals and PRs of certain countries under FTA provisions (e.g., US and Iceland citizens are treated as Singapore citizens for ABSD purposes).
Can I use CPF to pay stamp duty in Singapore?
BSD can be paid using CPF Ordinary Account (OA) savings. However, ABSD must be paid in cash. Both must be paid within 14 days of signing the Sale & Purchase agreement (for private property) or exercising the Option to Purchase (OTP). Late payment incurs penalties.
Is there a stamp duty remission for married couples?
Yes. Singapore citizen couples where at least one spouse is a SC can claim a remission on ABSD if they are buying a second property to replace their first matrimonial home. They must sell the existing property within 6 months of purchase. The ABSD paid is refunded upon sale confirmation.
